The attempt to impeach four parliamentary commissioners over a Shs1.7 billion "service award" is in jeopardy as the required backing from one-third of the 529 MPs remains short by 30 signatures.
Leading the censure drive, Lwemiyaga County MP Mr. Theodore Ssekikubo reported on Monday that he had garnered support from 146 MPs. The 11th Parliament has 556 members, with 529 directly elected and eligible to vote, while 27 are ex-officio members without voting rights.
Mr. Ssekikubo, who read out the names of supportive MPs, attributed the shortfall to the lack of signatures from Workers' MPs and those representing people with disabilities (PWDs), stating that none had yet supported the anti-corruption initiative.
“We aren’t constrained by time because we haven’t issued the notice yet. Considering the current turmoil in Parliament, it is wise for more members to step forward. We are collecting signatures to initiate the debate,” Mr. Ssekikubo said.
Among the signatories are Ms. Jenipher Namuyangu, State Minister for Bunyoro Affairs, and Ms. Persis Namuganza, State Minister for Urbanisation. However, some MPs argue that it is unfair to blame the commissioners when Parliament itself passed the Shs1.7 billion "service award." Others cite conflicts of interest, noting their personal relationships with the implicated commissioners. Mr. Ibrahim Ssemujju, Kira Municipality MP, is among those refusing to sign, questioning Parliament's ability to act against its own approved expenditures.
Despite the challenges, Mr. Ssekikubo remains optimistic that the petition will gather enough signatures to bring the impeachment motion to the floor of Parliament for debate. Supporters of the petition insist that the debate should also address the refunding of the taxpayers' money and the accountability of the Parliamentary and Legal Affairs Committee if it is found that they approved the service award.
“For the third time since the start of signature collection, Speaker of Parliament Ms. Anita Annet Among visited the signature desk on Tuesday and later discussed the process with Mr. Ssekikubo in a 20-minute meeting. Following their discussion, Mr. Ssekikubo stated that they agreed to continue the process to safeguard Parliament’s integrity.
